东南网澳大利亚站7月18日综合报道 (本站记者 彭寒)澳大利亚前总理陆克文(Kevin Rudd)或将参与竞选下一任联合国秘书长,目前已经向澳大利亚新政府寻求正式提名。
澳大利亚外长Julie Bishop(朱莉·毕晓普)于今天早上向当地媒体确认了这一消息,并透露即将组成的新内阁将对是否提名陆克文参选联合国秘书长一事展开讨论。
“我们会在新的内阁中推进这件事情的。”Julie Bishop说。
事实上,陆克文在此之前已经多次公开表示自己对联合国秘书长一职很有兴趣,并同时在国际社会以及澳大利亚国内寻求支持。
随着2016年大选尘埃落定,自由党国家党将会再次联合执政,新的内阁成员名单也有望在今天正式出炉。新内阁也将会直接决定是否提名陆克文参选联合国秘书长。
陆克文曾担任澳大利亚第26届总理(2007- 2010年,2013年)和外交部长(2010-2012)。全球金融危机期间,他领导澳大利亚成为唯一的未陷入衰退的主要发达经济体,并帮助建立了G20。他也是第一位精通普通话的西方国家领导人。
澳大利亚国内对于陆克文参选一事态度非常矛盾,联邦议员Matt Thistlethwaite (马特·悉苏伟)在接受本站记者采访时认为,陆克文作为前任总理和亚洲问题专家,他完全有能力胜任联合国秘书长这个职位,“他真正理解这个亚太地区政治和全球外交,他够格。”
而现任移民部长,自由党议员Peter Dutton曾在今年四月份公开表示反对陆克文参选联合国秘书长。有分析指出,陆克文前工党领袖的身份将会让他在新的自由党国家党内阁中获得支持的道路非常艰难。
澳大利亚著名国际政策研究中心 Lowy Institute在不久之前曾就陆克文参选联合国秘书长的展开民调,其结果显示澳大利亚人支持他和反对他的声音基本持平。
如果陆克文成功获得新政府的提名,那么他将会在即将到来的联合国秘书长选举中,面临12位已经正式宣布参选候选人的竞争,这其中包括新西兰前任总理,Helen Clark(海伦·克拉克),摩尔多瓦前外长Natalia Gherman(纳塔利亚·盖尔曼)等人。
外交学院教授,国际组织与多边外交专家郑启荣在接受本站记者采访时表示,陆克文就算获得政府提名,其参选前景依然不明朗,“保加利亚的Irina Bokova以及新西兰前总理Helen Clark在国际组织的工作经验方面都很出众(两者均为女性),并且大家对这次联合国出现一位女性秘书长的呼声很高。”
郑启荣也表示,“不过陆克文在从政方面的经验是很丰富的,这点无可否认。”
已经成立70年的联合国曾经有过8名秘书长,现任秘书长潘基文的任期将会于今年年底到期。
Kevin Rudd Seeks Nomination for UN Top Job, Confirmed by Julie Bishop

Foreign Minister Julie Bishop this morning has confirmed Former Prime Minister Kevin Rudd is seeking nomination from federal government for the candidacy of the next United Nation General Secretary, as Prime Minister Malcolm Turnbull and his Coalition is now working to form the new Cabinet in Canberra today.
“That will be the matter of the Cabinet,” Julie Bishop told Sky News, “I’ll certainly put this matter forward.”
It’s been rumors and speculations on Mr. Rudd’s bid for the UN top job for months, as it’s now officially ended.
The UN future of the former Labor Prime Minister will be unveiled very soon as the new Cabinet of Coalition is being formed. Political figures including Peter Dutton and Cory Bernardi have spoken in public opposing Mr. Rudd being nominated earlier this year, while numbers of Labor MPs stood up for their former leader.
“He's totally qualified, with his understanding of the Asia-Pacific, which is one of the most dynamic area of the world.” Said re-elected Federal MP Matt Thislethwaite.
Senator Bernardi, on the other hand, told the ABC in February, "Australian public would be very disappointed if we endorsed such a person for this significant role".
If nominated, Mr. Rudd will be facing 12 other candidates who have already declared their candidacy, including New Zealand Former Prime Minister Helen Clark.
Incumbent General Secretary of the United Nation is Mr. Ban Ki-Moon, whose second term expires in December.
